About the Office
The Delaware Office of New Americans (ONA) is an office within the Delaware Department of State. The ONA was launched by Governor Matt Meyer in 2025, and he appointed Rony Baltazar-Lopez to serve as the inaugural director of the office.
The ONA works to make Delaware a welcoming and inclusive place for new Americans, including immigrants and refugees. Through policy coordination, community partnerships, and direct support, the ONA promotes access to services, workforce development initiatives, language access, and civic engagement–benefiting families, communities, and the state as a whole.
The ONA works in partnership with the Delaware Department of Justice’s Office of Immigration Assistance and the Delaware Department of Health and Social Services’ State Refugee Coordinator.
About the Logo

The Delaware Office of New Americans logo is rooted in themes of hope, optimism, and transformation. The butterfly symbolizes beauty and change, reflecting the idea that our newest neighbors can see themselves in this image as they arrive and take root in their new home, Delaware. The design also pays homage to the Delaware state butterfly, the Tiger Swallowtail, through the use of yellow in the color palette. A subtle heart embedded within the butterfly’s wing further reinforces a message of welcome, care, and belonging.
